The problem as stated by Oveur is: Instas make you [close to] invulnerable.
more importantly, they let you do that without making ANY SACRIFICES.
A Sniper setup ship needs lots of modules and gear to give it ³ber range and firepower - but the sacrifice is that it cant tank and is useless at close range.
same for nearly everything in game - you do something well and also do something bad.
EXCEPT for instas, they give you the ability to jump through a gate in less than a second with no drawback.
Any solution which gets rod of instas needs to take this into account. If you want to warp close to a gate and travel very fast, you need to give up something, like, for example, firepower or something.
My personal idea would be for something which is module dependant (not skill, as this just hurts the newbies). Make a series of modules which let you target your destination better.... the more CPU you give up to the module, the closer your jump in point is.
say - small navigation computer,25% loss of CPU, 22% decrease in warp-in distance. medium naviation computer, 50% loss of CPU, 44% decrease in warp-in distance. large navigation computer, 100% loss of CPU, 88% decrease in warp-in distance. (this will sit you less that 2km from a gate)
It takes up 1 high slot.
nasically, the close you want to get to "insta jump/insta dock", the more CPU you have to give up - So if you want to travel faster you have to give up the ability to do other things. This is perfect for haulers, as expanded cargoholds etc dont take up CPU, so they can still travel just as fast as with instas if they fit a large nav computer.
But if a warship wants to do this, they have to give up a high slot, and while the nav computer is online some (or all) of their other equipment will have to be offline.
In combination with MWD and other speed boosting modules, this will let ships choose how close they want to warp in, or if they would rather be more heavily armed to shoot those pesky gatecampers.
This module would answer all those people who want a "travel setup" or "speed up trips".
If you want full firepower as well as fast travel, tough, i think you are breaking the game that way.
removal of most bookmarks would also kill "safespots" which are, in my opinion, another game-breaking "feature".
You said everything i wanted to say, plus you came up with a damn good alternative to insta BM's.
Just to re-iterate
Insta BM's require no sacrifice, no consideration of setup, and are accessable to anyone with the ability to copy and paste from a friend.
Though nothing larger than a frigate is made [Close to] invunerable, larger ships still get a MASSIVE advantage that requires a good degree of teamwork to counter..all for the price of copy and pasting ...broken imo.
